Wudang district's 12 trial measures for talent development

These measures are formulated to improve the business environment and to attract talented people to help support the development of major industries in the Wudang district of Guiyang, capital city of Southwest China's Guizhou province.

I. Objects supported by these measures

The term talented people in the context of these measures refers to those who are identified as a talent by the city and who work or start businesses in Wudang, or those who have advanced degrees and work or start businesses there.

Key industrial enterprises in these measures refer to those businesses that register in the Wudang region and engage in the health and medicine sectors, equipment manufacturing (including electronics information), characteristic food and big data.  

II. Specific measures

1. Provide one-stop service

Establish a one-stop service platform at the district's Talent Communication Center -- to provide services for talent in terms of their children's education, spouse's work, social insurance, medical security, etc.

2. Support talent to start businesses

Establish a Wudang talent pool and information-sharing mechanism, as well as collect information about talent with advanced degrees who intend to start businesses in the district. The talent or team who starts a business in Wudang and receives financial support from the municipal government can also receive grants from the district and get free offices for three years.

3. Establish innovation platforms

The district would give grants for the newly identified national or provincial enterprise technology center, model enterprises for technological innovation, engineering technology (research) centers, innovation centers for the manufacturing industry, etc. that receive financial support from the provincial or municipal governments.

4. Encourage recruitment of those with degrees 

People who used to work in Wudang and who choose to continue to work in the district after gaining higher educational degrees can enjoy preferential policies for talent and gain tuition subsidies.

5. Encourage graduates to start businesses

Graduates who start businesses in Wudang can enjoy its preferential policies in terms of entrepreneurship training and subsidies, as well as subsidies for office rentals within 4 years of graduation.

6. Encourage public institutions to employ talent

Delegate more power to public institutions to employ high-level talent, besides authorized personnel quotas.

7. Housing service

Promote the construction of talent apartments at the Zhihui Yunjin Health Incubation Base and grant housing subsidies to the talent employed by key industrial enterprises and to those who have received housing support from the municipal government.

8. Provide services making life more convenient

Set up fresh food supermarkets at talent apartments. Qualified talent can buy at discounted prices at specified supermarkets, malls and restaurants and have free public transport for a year.

9.  Services for culture and tourism

Qualified talent can buy discount entrance tickets and have other discounts at specified scenic spots, such as hot springs, in the district. District-level cultural attractions and museums and sports buildings are available to the talent at no charge.

10.  Services for children's education

The Wudang Bureau of Education could provide support for the children of talent -- with Provincial Talent Cards and Guiyang Talent Service Green Cards -- who need to go to kindergartens or receive compulsory education. The bureau could make overall arrangements for children that need to attend senior high school.

11.  Services for medical security

Open fast-track channels for talent and their immediate relatives, who can enjoy preferential services in terms of registration, treatment and hospitalization.

12.  Establish talent files

Talent employed by public institutions that do not have complete accessory materials can also apply for enrollment verification. For talent that resign their jobs to come and work in Wudang, if their personnel files are not complete because of the resignation, the personnel department can establish new files for them.
